USA Regulations Regarding Toys Made For Sale

Stuffed Toys Act of 1961:
If you are thinking of making and selling stuffed toys, you need to check with the Dept. of Labor and Industry, Bureau of Occupational and Industrial Safety in the State in which you live, to receive Stuffed Toy Regulations and to receive instructions for registering in order to sell stuffed toys which you have made. Once you have done the registration process, you will be required to sew a label, with your registration number, to each toy that you are selling.

The Stuffed Toy Regulations will detail types of fillings that may be used for the stuffing and so forth.

Consumer Product Safety Act, 1972 includes safety standards for toys.

Where to Request the Information
Do a search at any major search engine for the Dept of Labor & Industry online site for your state or check your phone book government pages. If you're having difficulty finding the right contact, the local Extension Office (may be called Cooperative Extension) for your county (look them up in your phone book) may be able to help you with obtaining the booklets on the laws and regulations or they may at least point you in the right direction. As a last resort, just send a letter, with your request for the Stuffed Toy Regulations booklet, off to:
