around a stitch two rows below.

The photo shown is a portion of a mile-a-minute type pattern, which is worked in strips. The burgundy color stitches are shown sideways in the question photo above because the black and yellow are edging rounds, worked along the end of rows of the center strip. The yellow treble stitch is worked around the (sideways) post of a double crochet in the center strip.
