What is this called?
What stitch is used?
How does that stitch form this crocheted look?

The answer is:
This is one form of crocheted ribbing,
also called rib stitch or ribbed stitch.
You'll also see it called "back loop single crochet".

Crocheted ribbing is often used for the band at the bottom of a crocheted sweater and for the cuffs of the sweater sleeves. You'll sometimes see it used throughout an entire pattern (on a scarf, for example) or combined with other stitches within a pattern design.

This form of ribbing is done in single crochet, working each stitch of every row in the back loop only. This photo shows the crochet hook inserted into a stitch, ready to crochet in the back loop only of that stitch.

To help you understand what part of the stitch a pattern is referring to when it says to crochet in back loop only or in front loop only, in this photo, I have outlined on two stitches the back loops in red and have outlined front loops in blue.
