Abbreviations: ch = chain, chs = chains, dc = double crochet, hdc = half double crochet, sc = single crochet, sl st = slip stitch, sp = space
How To Slip Stitch (sl st) = Insert hook in stitch, wrap thread or yarn over hook, pull thread or yarn through the stitch and through the loop on the hook, at the same time. A slip stitch does not add any height and is used to join a chain or stitch to another place in the crochet piece.

Starting Chain - Ch 27.
Row 1: Work 2 dc in the 3rd ch from the hook. * ch 2, skip 2 chs, sl st in next ch, skip 2 chs, 3 dc in next ch **, repeat the directions between * and ** 3 more times. Ch 1, to turn.
Row 2: Sl st in first dc, * skip next 2 dc, 3 dc in next sl st of previous row, ch 2, sl st in next dc **, repeat the directions between * and ** 3 more times. End with 1 dc in end stitch. Ch 1, to turn.
Row 3: Sl st in first dc, 3 dc in next sl st of previous row, ch 2, sl st in next dc, * skip 2 dc, 3 dc in next sl st of previous row, ch 2, sl st in next dc **, repeat the directions between * and ** two more times. End with 3 dc in end stitch. Ch 1, to turn.
Rows 4 - 13: Repeat rows 2 and 3.
Row 14: Repeat row 2.
Row 15: ch 3, dc in first sc, * (hdc, sc) in next ch sp, sc in next dc, hdc in next dc, dc in next dc **, repeat the directions between * and ** 3 more times, then dc in last sc.
Outside Rnd 1: ch 4, then working down the side of the square, sc around post of first dc on the edge (the dc at the edge of a row), (ch 4, sc around post of next dc on the edge) 7 times, then ch 4 and begin working along next side of the square, sc in first chain space on that side, (ch 4, sc in next chain space) 7 times, then ch 4, sc in last st on same side, ch 4 and begin working along next side of the square, sc in sl st that was at the beginning of row 2, (ch 4, skip next stitch on the edge, sc in next sl st on edge of next row along the side) 6 times, then ch 4, sc in first stitch on next side (which is the top row of row 15), then (ch 4, skip next 2 stitches, sc in next stitch) 7 times.
Outside Rnd 2: Work 3 sc in next chain-4 loop, sl st in the sc between loops, *3 sc in next chain-4 loop, sl st in the sc between loops **, repeat the directions between * and ** all the way around the four sides of the square.
