Because the chart is 35 squares wide, the starting chain for single crochet is 36 chains (in order to have one extra stitch for the turning chain) or for afghan stitch, the starting chain is 35 chains (there is no turning chain in afghan stitch). The chart is read as: one square on the chart equals one single crochet stitch (or one afghan stitch).
If you wanted to make this into a crocheted candy bag, you would make another piece of the same size for the background and join the two pieces.
