On a filet crochet chart, the solid mesh is usually indicated with a filled-in square.
A solid mesh in 3-dc filet crochet is made of 3 double crochet for the first solid mesh of the row but additional solid mesh are made over only the next 2 stitches (because the last dc of the previous mesh also counts as the first dc of the mesh now being made).
To make a solid mesh above an open mesh: When it is not the first mesh of the row, it is made as follows: dc in the ch-1 sp, dc in next dc
