As you can see in the photo above, when making the cluster, the last part of the double crochet is left unworked. This is what is meant by "half closing" a stitch.

How to make the cluster - Step 2: At this point, there are two loops on the hook, yarn over hook, skip two stitches, insert hook in next stitch, yarn over hook, pull yarn through that stitch ... (this much is shown completed on the photo above)
